The two Captain Regents, who are joint Heads of State and Government and joint Chairmen of the Consiglio Grande e Generale (Parliament), are elected for 6 months periods among the 60 members of the Consiglio. The Consiglio also elects the and the Congreso d’Estato (Government)  with 12 members, and is presided over by the Captain Generals. The 12 secretaries of state form the executive, with the Secretary of State of Foreign Affairs as Primas-inter-Pares
